Mansfield Grocery Conditional Use Permit- *AGENCY* COMMENTS DUE 2/12/2025 by 5pm

⚠️Important update regarding the Mansfield Grocery Conditional Use Permit – Public Comments Update, 2/4/25: The Agency / Department comments are due by Wednesday, 2/12/2025 at 5pm.⚠️
EGNC is one of the agencies that would be able to provide comments, and so, we are holding a special meeting on Monday, 2/10/25, at 6pm (location TBD and via Zoom) in order to discuss any comment that we wish to submit as a council.

Update, 2/4/25:
We received clarification from Steven Bafus via email with the following:

Just wanted to provide some clarification on the current status of the Mansfield Type III Conditional Use Permit.

  • The application is currently in the 14-day agency/department comment (aka Request for Comments (RFC)) period which ends on 2/12/2025. This period is intended for various agencies (including the E-G Neighborhood Council) and city departments to provide their comments on the proposal. Comments received from citizens during this time will be added to the record for the Hearing Examiner’s decision.
  • There will be a 15-day formal public comment period after the agency/department comment period is complete. Citizens can submit their comments during this time. Citizen comments received during the public comment period will be added to the record for the Hearing Examiner’s decision.  A citizen who provides a comment during the above-mentioned RFC may also submit their comment during this public comment period. All owners, taxpayers, and occupants within a 400’ radius of the site will receive a mailed notice of this public comment period.  A sign will also be posted on site. Both the mailed notice and sign will also contain information regarding the forthcoming public hearing.

I wanted to provide this clarification as I noticed the E-G website has a posting for comments due on 2/12/2025, which again is deadline for agency/department comments. Citizens will have a chance to provide their comments during the forthcoming 15-day public comment period as mentioned.

Mansfield Grocery Conditional Use Permit – The applicant is proposing a Retail Sales and Service use (grocery store) in the existing structure located at 601 W Mansfield Ave, parcel 35074.2512. Spokane Municipal Code 17C.370 – Existing Neighborhood Commercial Structures in Residential Zones will allow existing neighborhood commercial structures that once housed a legal neighborhood commercial use to be reused for low impact neighborhood scale and neighborhood serving businesses.

This is a Type III application and there will be a Public Hearing in front of the City Hearing Examiner. This proposal was initially processed as a Type II application under record number Z24-217CUP2. The decision for this record was appealed and remanded by the Hearing Examiner to be processed as Type III application. No changes to the original plans are proposed.

File/Application Number: Z25-047CUP3

Location: 601 W Mansfield Ave. Parcel no. 35074.2512, SHANNONS 2ND L12 B6

Draft Regional Safety Action Plan – Available for Review!

Draft Regional Safety Action Plan – Available for Review!

The Spokane Regional Transportation Council is sharing the draft Regional Safety Action Plan for public review. Find out more below:

Fatal or serious injury crashes not only negatively impact the people who get hurt. They also affect countless other family members, emergency responders and friends. That is the most important reason for the development of the Regional Safety Action Plan. The draft plan is now available and is set to go to the Spokane Regional Transportation Council (SRTC) Board of Directors on July 11. The Regional Safety Action Plan includes an analysis of 2018 to 2023 crash data, public feedback, local jurisdiction crash fact sheets, and possible strategies and actions to address the outlined safety concerns.

Notably, the public feedback that SRTC gathered earlier in the year aligns with the issues identified through data analysis. The public noted concerns about unsafe speeds, missing sidewalks, distracted and impaired driving and more. Community members also shared what would make them feel safer, which is accounted for in the possible action items jurisdictions can take in the future. Once finalized and adopted by the Board of Directors, local jurisdictions will be eligible to apply for the Safe Streets for All (SS4A) implementation grant to fund safety projects that will contribute to eliminating fatal and serious injury crashes in the region.

Volunteer Opportunity – Help Build Spokane’s Pop-Up Cycle Track!

Volunteer Opportunity – Help Build Spokane’s Pop-Up Cycle Track!

The City of Spokane will install a temporary two-way cycle track, or protected bike lane, on Spokane Falls Boulevard. This popup pilot will test a cycle track as a protected bikeway that supports people of all ages and abilities. It will be installed on Saturday, Sept 28th and removed on the following Saturday, Oct 5th.  They need your help if this is to be successful!

They are looking for people willing to help stripe and install the temporary barriers, direct cyclists, survey users, and take down the material at the end of the pilot. They are also looking for artists who are interested in creating stencils and/or other art to beautify the project.

They have 2 primary goals:

  1. Connect the North Landing of the Gateway Bridge to the Cincinnati Greenway
  2. Test a two-way cycle track in Spokane to see how it works for our cyclists and drivers.

If this project is successful, they hope to continue using popup infrastructure as a way to demonstrate new and innovative ways to strengthen our cycling network.

If you are interested in joining our volunteer team, please sign up here.  Sign your name in the time slot(s) of your choice on the first sheet AND add your contact information on the second sheet.

We’d like to share an opportunity for you to receive a FREE tree for your yard.

Through a partnership with the Arbor Day Foundation’s Community Canopy program, the City’s Neighborhood Tree Program is giving away 500 trees this fall to help Spokane residents lower their energy costs, filter air and water pollutants, reduce stormwater runoff, and green-up your neighborhood. This is an exclusive offer for residents of the City of Spokane.

Order your new tree while supplies last! Choose from a variety of species including Chinese fringetree, Japanese snowbell, paperbark maple, scarlet oak, sweetgum, and American Hornbeam. Your 1- to 3-foot tree will be shipped directly to your house, ready for planting, all at no charge. Watch this short video about what to expect and how to plant your new tree.

You can reserve your free tree today at www.arborday.org/spokane. Trees will be shipped directly to you in October. If you have questions or need a little help, call 855-234-3801 or email info@arborday.org.

Use the online tool to determine the best planting location in your yard for maximum savings on your energy bill. This tool will also show other benefits and savings that will result from planting your new tree. Trees must be planted within private property boundaries, not on any City of Spokane public property, street right-of-way, planting or parking strip. In exchange for the free tree, you are expected to plant it in the location provided by the online tool and provide ongoing care and water.

Thank you for supporting a healthy community tree canopy and enhancing our urban forest.
