DivisionConnects Transportation Study Feedback Opportunities

DivisionConnects, a collaborative two-year transportation and land use study, focuses on opportunities and challenges that come with the planned completion of the North Spokane Corridor (NSC).

They are seeking public feedback around how the highway can improve, what elements should remain the same and how Division can become more accessible for all modes of transportation in the long-term.

They have added a new mapping tool to their website to gather residents’ input on how they travel Division Street. They also added a questionnaire to let them know what your future vision is for Division Street, as well as your thoughts on the proposed selection criteria that will be used to analyze potential transit, walking, biking, and scooter alternatives.

Additionally, they are seeking participants for virtual focus groups. These focus groups would be conducted in late September/early October and again in late October/ early November, and are a completely voluntary commitment to participate in two facilitated hour-and-a-half discussions with less than 10 other participants. Dump Passes Now Available

The 2020 Neighborhood Clean-Up program is comprised of a Dump Passes program. These Dump Passes are designed to help residents in the City of Spokane remove extra waste by distributing $20 vouchers to the Waste to Energy Facility. 

The dump pass request form is for City of Spokane residents who are interested in receiving a Dump Pass voucher to the Waste to Energy Facility (2900 S Geiger Blvd) for waste disposal. They will be distributed on a first-come, first-served basis. The voucher covers tipping fees up to $20, any fees in excess of $20 are the responsibility of the resident. Neighborhood Clean-up Program 2020 Update

The 2020 Neighborhood Clean-Up program will be comprised of a Dump Passes program. These Dump Passes are to help residents in the City of Spokane remove extra waste by distributing $20 vouchers to the Waste to Energy Facility. The program is set to begin in June and will last until program funding is expended.

Dump Passes are being distributed in a tiered system, meaning:

  • Lowest income areas in the City will receive their Dump Pass postcards first, before moving to middle and lastly higher income areas. They are using Census tract data to determine how households are categorized. (484 households in Emerson-Garfield have received or will receive a dump pass throughout June and July.)
  • There will be a 13 day time-frame in which the Dump Pass is valid to use. The 13 day period listed is the only time that Dump Pass is valid for use.
  • Once funds are expended, the program will stop mailing Dump Passes.
  • Requests for Dump Passes will not be fulfilled. The City is unable to answer questions regarding when you can expect to receive your Dump Pass. Residents will receive them in the mail 5-7 days in advance of the first day they are valid for use, giving residents enough time to plan for their trip to the Waste to Energy Facility.

Council Seeks Public Feedback on Water Conservation Plan

Breean Beggs, the Chair of the City Council Public Infrastructure, Environment & Sustainability Committee, is inviting public comment on the City’s first formal draft Water Conservation Master Plan, or WCMP.

Please send your written comments on both this current Water Conservation Master Plan and any ideas for future versions of conservation plans to sas@spokanecity.org or by mail to City Council 808 W Spokane Falls Blvd, Spokane, WA 99201. You can also call City Council office by phone at 509.625.6255. If your comments are received before Monday, June 1, they will be considered prior to the formal adoption of this year’s plan.

DivisionConnects is led by Spokane Regional Transportation Council and Spokane Transit Authority, in partnership with Washington State Department of Transportation, City of Spokane, and Spokane County, to study Division Street from its downtown connection in the south to the Newport Highway and North Spokane Corridor past the Y in the north. The broader study area will include other north-south travel corridors (e.g. Hamilton Street and the future completion of the NSC) to understand how these travel corridors relate to Division Street.
