About Emerson-Garfield’s Neighborhood Planning
The Neighborhood Planning Committee was formed in 2012 and completed its primary work in 2014. During that time, it reported to the Emerson-Garfield Neighborhood Council and worked in partnership with the City of Spokane to refine and further the vision for our neighborhood. A collaboration with local planning firm AHBL began in August 2013.
The neighborhood plan was submitted to the City’s Comprehensive Plan review process in the summer of 2014. It received the unanimous approval of the City Plan Commission as well as the City Council.
The majority of these time-intensive planning efforts were carried out by a group of dedicated, volunteer neighborhood stakeholders who were interested in giving our neighborhood a voice at the City level and focusing efforts on projects and priorities that reflected solutions to issues identified by neighborhood residents, business owners, and others who call our neighborhood home.
A discussion forum on Google Groups sustained the conversation outside of the meetings.
Public and Business Input
Two highly publicized, neighborhood-wide workshops and a business-specific workshop served as critical data-gathering events. All workshops were a success, and saw encouraging turnouts. The workshop on October 10, 2013 asked participants to help identify issues and contribute to a vision for the Emerson-Garfield; the November 14, 2013 workshop focused on prioritizing and brainstorming solutions. The business-specfic workshop addressed the concerns of N. Monroe business owners and was held on April 17, 2014.
A third and final public workshop was held on June 12, 2014 to present the completed neighborhood plan, which reflected the data collected during the workshops.
